Look up the organization owner
Azure DevOps Services
Each organization has a single owner who can add users, adjust access levels, manage permissions, and customize projects. You can find the owner in your organization settings.

Prerequisites
Permissions: Be a member of the Project Collection Valid Users group. Project members are automatically members of this group.
Note
Users added to the Project-scoped users group can't access Organization settings other than the Overview section if the Limit user visibility and collaboration to specific projects preview feature is enabled for the organization.
Find the organization owner
Sign in to your organization (
https://dev.azure.com/{Your_Organization}).
Select Overview.
Scroll to view the Organization owner.
