WaitForVideoPortSync (Windows CE 5.0)
This callback function returns at the beginning or end of either the video V-sync operation or the specified line.

Parameters
- pwfvpsd
[in, out] Pointer to a DDHAL_WAITFORVPORTSYNCDATA structure that contains the video V-sync information for the specified video port.

Returns one of the following values:
Remarks
If the V-sync operation does not occur before the number of milliseconds specified in the dwTimeOut member of the DDHAL_WAITFORVPORTSYNCDATA structure has elapsed, the HAL should set the ddRVal member of the DDHAL_WAITFORVPORTSYNCDATA structure to DDERR_VIDEONOTACTIVE.
