This method is called when a new designer is created.

Parameters
- component
Type: System.ComponentModel.IComponent
The component that has been created.
- designer
Type: System.ComponentModel.Design.IDesigner
The designer that has been created.
- rootDesigner
Type: System.Boolean
The root designer.
Exceptions

Remarks
You may freely change metadata of the designer at this time. The default implementation does nothing.
