Likely Solution:

Install SR CAB for NETCF V2.

By default the CAB should be

C:\Program Files\Microsoft Visual Studio

8\SmartDevices\SDK\CompactFramework\2.0\v2.0\WindowsCE\Diagnostics

If you've installed NETCF V2 to custom folder it might be in a different place, please search pc for actual location.
