Also on the Edit Project Summary & Details page, you will see the option Show Discussion Tab?

Show Discussions tab option

This is only to be used for projects that have pre-existing discussion boards living somewhere else. We highly recommend that you keep this feature enabled so your users can easily give you feedback. Otherwise, they will find very creative ways of asking you questions, including creating bugs, creating wiki comments, and leaving poor reviews.
