Windows App Store doesn't load after 8.1 Upgrade v. 2 (Also Works for Windows 10!)
If you're currently experiencing abandonment issues from the Windows Store after upgrading to Windows 8.1, don't panic there is hope.
You may see the Windows Store loading screen stuck in perpetual loop without end.
There is a relatively quick and painless fix.
You may have seen other sites recommend running the WSreset.exe tool, or manually trying to clear the cache from the Windows\SoftwareDistribution\Download folder.
Don't. This can happen when the Store needs to be re-registered after an upgrade.
Open a Command Prompt as an Administrator.
In the Administrator Command Prompt
type or paste the following command:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
hit Enter.
Now in that same Administrator Command Prompt type or paste: start "" "ms-windows-store:"
Voila. Enjoy installing some new Store apps.

I think upgrade to 8.1 caused mess with permissions on local and MS accounts. This mostly affected firewall. That is why many have errors with store apps. This is obviously MS's fault. They should do something. By the way, I cannot send files by Skype, it reports failed. I can use installed applications but I cannot re-install them. I cannot install new apps. Not all of course, but those which require network connection. I do suspect problem with permissions and firewall.Anonymous

I was having this same problem for a long time on Windows 8. I did notice that none of the other APPS would access the Internet either. So, I turned off Windows Firewall, and they all work correctly again. windows+X ->run ->services.msc <enter> -> find Windows Firewall -> click stop Hope this helps someone.Anonymous

Finally fixed. After trying every suggested solution over the past two days, I decided to try a different approach. I installed "CCleaner" which I used on my old Windows 7 laptop. Ran an analysis and clean. Then ran the Registry Cleaner. Store now opens immediately and everything else appears to be working OK.Anonymous

The examples discussed above does not work for me, but I found another much easier solution on internet that worked for me. First I changed ownership to the files in ProgramData so I can access and delete files in that directory and it´s subdirectories. Then I just deleted the file PackageRepository.edb and all the belonging log files called edb.log and edb????.log, where ???? is a hexadecimal number. These files are located in C:ProgramDataMicrosoftWindowsAppRepository. After a reboot Store works for me and the deleted files was recreated by the system.Anonymous

I had tried all methods that I found but my windows 8.1 app store still not working. My problem is: when I click apps store icon it only show splash screen for a moment then it closed (back to start menu). So at the last, I decided to refresh my windows. (PC Setting -> Update & Recovery -> Refresh). After that, my windows app store can work again. But It will delete all program data in your windows main directory. My store app works OK and never stopped but many Microsoft apps spin to nothing. Microsoft Mahjong, Microsoft Solitaire, Reader, Weather Channel, etc. do absolutely nothing. I am thinking it has something to do with services or a file being in the wrong place or something. I read about a pre install update to do prior to 8.1 upgrade but unfortunately, never saw it until after the fact. Nice one. I don't know what else to do. You may have seen other sites recommend running the WSreset.exe tool, or manually trying to clear the cache from the WindowsSoftwareDistributionDownload folder.

I've been using a Dell Inspiron laptop and i upgraded to windows 8.1 about one month ago. Mine is kind of similar problem, none of the apps in the start menu opens except for they are desktop shortcuts. I've been facing this for past 10 days. I tried to make a new microsoft account and delete the current one (because my guest account works fine.) But you need to access settings for that and my bad luck, even it doesn't open. I have read through this long thread, and many other threads on other sites several times. I have tried everything -- no luck.
But I finally did find a solution for my situation.
The problem was in my registry.
The HKEY_CLASSES_ROOT path needed to have its permissions changed.
The change involved:
1. Opening the registry. (Start->typing regedit ->right-clicking on regedit.exe and running it as Administrator)
2. With the registry open, right-clicking on the HKEY_CLASSES_ROOT path and selecting "Permissions" from the context menu.
3. adding the "ALL APPLICATION PACKAGES" user
4. giving ALL APPLICATION PACKAGES "read" permissions.
This also must be done for the following registry paths:
HKEY_LOCAL_MACHINEDrivers
HKEY_LOCAL_MACHINEHARDWARE
HKEY_LOCAL_MACHINESAM
HKEY_LOCAL_MACHINESOFTWARE
HKEY_LOCAL_MACHINESYSTEM
HKEY_USERS
I found this solution in a blog post by David Williams Dixon entitled: "Windows 8.1 Store Apps Won’t Open (Or Close Immediately) when logged on as a domain user. Make it stop!"

The solution worked despite that I am not logged in as a domain user. I am the only user on my home desktop.
I suspect that one of my software installations (Kaspersky is the prime suspect) modified the registry for its own purposes -- the result: none of my modern apps would load.

I just tried this as resetting my Store isn't working. However, this too gets an error message and says "the deployment failed, the repository is corrupted." I tried this solution (after checking time & date, running wsreset and all the other solutions out there) but it didn't work first time.

which didn't solve the problem but I ran the solution on this page again after running the solution in the above link and it then worked and I can access the store.
Don't ask me why this sequence works but hopefully it may help somebody experimenting yet another lousy fail by MS (reading the surly, unhelpful responses of MS tech guys to this problem on the web is enough to stop you buying another MS product).Anonymous

Did not work at all came up with an error message that said "Windows cannot find 'ms windows-store:'. make sure you typed the name correctly, and then try again. But the problem with that is i copied and pasted the phrases from the website.Anonymous

Being behind a very good Cisco firewall, we keep Windows Firewall turned off by default. I had to re-enable it to allow this to run. Once the store was working, I disabled the Windows Firewall again and Store once quit working. I'm forced to keep it on in order to use the store. But, this article did get me going in the right direction and eventually solved the problem.Anonymous

Did not work for me. I got a message that said Windows can not find "ms windows-store" I copied and pasted it again, and got the same message. Also having issues with my thumbnails in my picture folder not filling in , or if they finally do its like an hour later for a folder holding about 20 pictures. Should you need to reload similar to beginning of article Run as Adminstrator command window

It seems the Windows App store is now called "PC app store". I typed app store in the search feature (bottom left) and just stumbled upon it. The Windows App store Icon doesn't work for what ever reason ( I've tried all the stuff on here), but the PC app store icon does. Type PC app store in the search bar ( bottom left) and it should pop up. Hope this helps.Anonymous

If any of you are still not able to access the store using the above fix, I just tried this command and it worked for me. I just wanted to say that this helped me after I downgraded back to Windows 8.1 from a problematic Windows 10 experience on my daily driver work laptop. Just to be clear, I have 3 other Windows 10 PCs without issues. Unfortunately, I needed to downgrade this one. Anyway, my modern Netflix app would not work, and I was not sure why. At one point, Windows told me to have the Windows Store repair it, but when I went to the store, it did not do anything, so I found this post and rand the fix for Windows Store. Voila, Windows Store fixed Netflix after that. :)
