Well that sounds like SharePoint to me - As I pointed out in my previous post "Enterprise 2.0, Web 2.0, Wikis, Blogs and Social Computing and SharePoint", Blogs and Wikis are a core component of Windows SharePoint Services.
Windows SharePoint Services is a component of Windows Server 2003 and conforms to the Windows Server 2003 licensing model. Organizations simply need to own Windows Server 2003 licenses to have the rights to also use Windows SharePoint Services.
