Jacek - most Windows Mobile devices come with Messenger installed on the devices - those operators that don't allow Messenger on Windows Mobile are probably the same operators that would block access from any other device so providing it as a download is only the first part of the end to end solution. This is explained in the download of the RIM client too. In order to use Windows Live Messenger for BlackBerry Smartphones on your Handheld Product to send and receive messages through the Windows Live Messenger Service: (i) you must have a current, active account to the Windows Live Messenger Service (referred to as a Microsoft Passport account), which account will be governed by the terms and conditions you agreed to when establishing your Windows Live Messenger Service account; and (ii) your airtime service provider must permit you to access Windows Live Messenger Service through your Handheld Product.
