I think they truncated "Staffing Programs Manager". I've been using that title for a while. I tend to use a descriptive title for external stuff and a more standardized title for internal stuff (Sourcing Programs Manager). Sourcing isn't necessarily a good term to use externally because outside of staffing, it can cause confusion. Anyway, you can be a manager here with or without direct reports. The more I go on about it the more confusing it seems.
