Breaking changes in HealthVault SDK for .NET Standard (prerelease version)

We have new build of HealthVault SDK for .NET Standard (prelease version). The version is 1.66.20706.2-preview.

There are breaking changes related with Action Plan namespace/methods, and returning NodaTime types instead of DateTime and DateTimeOffset.
