Hi…

since I was asked at a barcamp some time ago I kept an eye on a project called Community Clip within Microsoft. Now you can find the tool and the clips here https://communityclips.officelabs.com/default.aspx

With the tool it is easy to record from within office your favourite best practice and share your knowledge with others. The tool resemble itself as a recording button. Last time I checked it was .net based. I have to check again ;-)
