Initializes a new instance of the WorkItemLink class from the specified WorkItemLinkTypeEnd and target ID.

• linkTypeEnd
  Type: Microsoft.TeamFoundation.WorkItemTracking.Client.WorkItemLinkTypeEnd

  The WorkItemLinkTypeEnd that defines the link.

• targetId

  The ID of the target WorkItem.

Remarks

The SourceId property is set to 0.
