User Cannot Make Outbound Calls through a PSTN Gateway

Microsoft Office Communications Server 2007 and Microsoft Office Communications Server 2007 R2 will reach end of support on January 9, 2018. To stay supported, you will need to upgrade. For more information, see Resources to help you upgrade your Office 2007 servers and clients.

If a user cannot make outbound calls through the PSTN gateway, you can troubleshoot the issue as follows:

  1. Verify that phone numbers are being translated properly. You can use the Translation Pattern and Regex Validation tool to verify that the number is being properly translated. You can use Route Helper to verify that the existing policy and routing rules are properly configured for the call to reach the Mediation Server. You can also turn on the TranslationApplication traces in the Logging Tool to help determine the following:

    • Phone numbers are normalized correctly.

    • Regular expressions are translated correctly.

    • Location profile for the caller is correct.

  2. Verify that the routing regular expression is correct. You can turn on OutboundRouting tracing in the Logging Tool to determine whether the regular expression is selecting the proper route.

  3. Verify that the Mediation Servers and Enterprise Voice gateways are connected and available by using the VoIP Test Set.

  4. Verify that the call is traversing Office Communications Server and that it is being presented to the Mediation Server and to the PSTN gateway. For details, see Network Issues from the Mediation Server to the PSTN.

  5. Verify that the global or per-user voice policies allow the phone usage that you intend to authorize and that the policies authorize use of the route from a user's Front End Server to the PSTN.   6. In the Office Communications Server 2007 R2 Administrative Tools snap-in, verify the configuration of a default location profile. For details about how to assign a default location profile for an Enterprise pool or Standard Edition server, see Creating and Configuring Location Profiles in the Administering Office Communications Server 2007 R2 documentation.

  7. Check the Office Communications Server event log in Event Viewer for failures with a source OCS Outbound Routing or OCS Translation Service.
