Gets or sets a value indicating whether explicit checkpointing is enabled. By default false. Setting to true means changefeed host will never checkpoint. Client code needs to explicitly checkpoint via Microsoft.Azure.Documents.ChangeFeedProcessor.IPartitionCheckpointer
