Converts the string representation of a ResourceIdentifier to the equivalent ResourceIdentifier structure.

Returns
A class that contains the value that was parsed.
Exceptions
when resourceId is not a valid ResourceIdentifier format.
when resourceId is null.
when resourceId is empty.
