Preferred Transport is both UDP and TCP and selected based
on MTU size specified in #KEY_IPV4_SIP_MTU_SIZE_CELLULAR_INT
and #KEY_IPV6_SIP_MTU_SIZE_CELLULAR_INT

Default transport is UDP. If message size is larger than MTU, then TCP shall be used.
